k-means Approach to Legislative Redistricting

چکیده

Redistricting is a necessary and important process in any democratic society. Modern tools used by legislatures for apportionment of districts are heavily outdated and rely on archaic algorithms. Most use manual redrawing of lines, while others use simulators that simply switch neighborhoods between districts at random until constraints are met. In this document, I outline an attempt to provide a more direct and modern approach by using a modified k-means algorithm. Applying Lloyd’s algorithm to redistricting results in mostly contiguous districts that meet two of the three main constraints for legislative districts in the US. However, LLoyd’s algorithm does not account for population density and therefore creates districts with large disparities in population. My proposed modification adds a heuristic after the update step to account for the current size of the districts. By penalizing districts that already have large populations, the modified algorithm provides a better population distribution. The redistricting by the modified kmeans algorithm converged quickly when there were fewer than 28 districts, but showed significant errors for higher numbers of districts.

The influence of the legislative redistricting of 2009: Methodological issues and first insights

In 2009, following a legislative redistricting lead by the right-wing, 18.1% of the French cities have moved from one constituency to another. The aim of this note is to provide some methodological issues about this redistricting and some insights about its influence on the electoral results. The main result goes in the sense of a partisan manipulation: due to the redistricting, the left-wing l...

Equal Votes, Equal Money: Court-ordered Redistricting and the Distribution of Public Expenditures in the American States1

We examine the relationship between state legislative representation and public finances. Baker v. Carr and subsequent court cases led to the equalization of population in U.S. state legislative districts. Analysis of state transfers to counties finds strong evidence that the equalization of legislative representation had a large effect on the distribution of state money. First, crosssectional ...

The Effects of Redistricting on Incumbents1

We analyze the effects of redistricting on the electoral fortunes of incumbent legislators, using voting data on U.S. congressional districts, state legislative districts, and statewide races. We find little evidence that redistricting helps incumbents in U.S. legislative elections. If anything, redrawing district lines reduces the average vote margin of those in districted offices compared wit...

Representation through Legislative Redistricting : A Stochastic Model

This paper builds a stochastic model of the processes that give rise to observed patterns of representation and bias in congressional and state legislative elections. The analysis demonstrates that partisan swing and incumbency voting, concepts from the congressional elections literature, have determinate effects on representation and bias, concepts from the redistrictihg literature. The model ...

17.267F13 Democracy In America: Final Paper Student 3 Example

Every ten years, after the census, every legislative district in the United States must be redrawn, and someone must do the drawing. This process is fraught with theoretical, practical, and political concerns, and there is no easy solution. However, while biased redistricting is impossible to eliminate, minimizing the partisan effects is still worthwhile. In particular, redistricting is hard be...
